Abstract: Applicability. The provisions of this directive apply to the DOD and its field activities; all uniformed services (including their National Guard and reserve components); the Office of the Joint Chiefs of Staff (OJCS); the Unified and Specified Commands; and the defense agencies (here after referred to collectively as "DOD components") and, under mutual agreement, to the VA. This directive is mandatory for use by all DOD components.
