A Position Determination Standard for Analog Systems - Addendum 1 to TIA/EIA/IS-817

Abstract: This document provides procedures, signaling and messages used in addition to TIA/EIA-553-A as one possible way to support E-911 Position Determination services. It defines the order messages sent by the base station and the order confirmation messages sent by the mobile station, together with mobile station and base station procedures for Position Determination services when operating in analog mode. The existing transport protocol in TIA/EIA-553-A is used to transport the position determination data messages.
This document also defines the messages exchanged between the mobile station and the Position Determination Entity (PDE), together with mobile station and PDE procedures for a method of Position Determination services when operating in analog mode.
The following goals were used in developing this document:
• Follow the existing order/ order confirmation message structure and mobile station and base station procedures in TIA/EIA-553-A, hence limiting the required modifications to analog base stations to support Position Determination services as required by E-911;
• Minimize message size to keep the mute time to a minimum;
• Provide messages that support both autonomous and wireless-assisted GPS location services.
