Abstract

This document was prepared by the Marshall Space Flight Center (MSFC) Space Cargo Assurance Department (QD30) to define the Safety and Quality Plans for the MSFC-managed Lab-On-A-Chip Portable Test System (LOCAD-PTS) project. The LOCAD-PTS Project Manager is ultimately responsible for the safety, reliability, and quality of LOCAD-PTS products. The successful implementation of a Safety and Mission Assurance (S&MA) program requires a coordinated effort from all members of the LOCAD-PTS team involved in the procurement, testing, handling, and storage of the LOCAD-PTS. QD30 will serve as the focal point for the MSFC S&MA Directorate (QD01) on the LOCAD-PTS Project. The LOCAD-PTS Project Manager and LOCAD-PTS Lead Systems Engineer (LSE) will coordinate LOCAD-PTS S&MA activities with the QD30 assigned LOCAD-PTS S&MA Lead Engineer (LE). <br>This plan identifies the elements of the LOCAD-PTS S&MA program and implementation requirements, including the necessary inter-relationships among the MSFC LOCAD-PTS Project Office, the Engineering Directorate, and S&MA organizations. <br>The Safety and Quality Assurance plans included in this document were developed using MSFC-PLAN-3446, LOCAD-PTS Project Plan and the MSFC Management System (MMS) documentation as the primary inputs. <br>Purpose. <br>The purpose of this plan is to identify the strategy for implementing Safety and Quality programs on the LOCAD-PTS project to comply with the LOCAD-PTS Project Plan and the MMS documentation. The plan defines the necessary inter-relationships among the MSFC LOCAD-PTS Project Office, Science Directorate, and S&MA organizations. <br>Efforts required to support integrated elements of this plan, to be performed by external organizations, will be identified by the Project Manager and negotiated with the responsible organization. <br>Applicability. <br>This plan applies to all MSFC personnel involved in activities that can affect the safety or quality of the LOCAD-PTS and associated Special Test Equipment (STE) and Ground Support Equipment (GSE). <br>Where LOCAD-PTS is used in this document, the identified requirements are applicable to all MSFC elements of the Project. In the event that specific phases of the LOCAD-PTS Project are contracted out external to MSFC, subsequent S&MA planning will be documented and submitted for MSFC review and approval in accordance with the Contractor's Statement of Work (SOW) and MSFC Contract Obligations.
