MICROGRAVITY SCIENCE GLOVEBOX (MSG) FACILITY MANAGEMENT AND INVESTIGATION INTEGRATION SAFETY & MISSION ASSURANCE PLAN

Abstract: This document was prepared by the Marshall Space Flight Center (MSFC) Cargo Assurance Department (QD30) to define Safety, Reliability, Maintainability and Quality Assurance activities performed by QD30 for the Microgravity Science Glovebox (MSG) facility managed by the MSFC Space Systems Program/Project Office (SSPPO).
The MSG Project Manager is ultimately responsible for the safety, reliability and quality of microgravity payload products/hardware; however, the successful implementation of a Safety and Mission Assurance (S&MA) program requires a coordinated effort from all members of the SSPPO S&MA team involved in the design, procurement, fabrication, assembly, testing, handling, storage shipment, and operations of the payload hardware. QD30 serves as the focal point for the MSFC S&MA Office (QD01) for all assigned SSPPO projects. An S&MA Lead Engineer assigned within QD30 will coordinate all S&MA activities required to implement this Plan.
This Plan identifies the elements of the S&MA program and implementation requirements, including the necessary inter-relationships among the MSG Project, the Engineering Directorate and Safety & Mission Assurance organizations as well as hardware developers and contractors. The use of the term "hardware developers and contractors" is understood to include all hardware developers/contractors, both internal and external to MSFC, who provide a product or service to the SSPPO in support of a microgravity payload project.
The Safety, Reliability, Maintainability and Quality Assurance Plans included in this document were developed in accordance with the MSFC Management System (MMS) documentation as the primary input.
Purpose.
The purpose of this Plan is to define the strategy for implementing Safety, Reliability, Maintainability and Quality programs on the MSG project to comply with the MSG Project Plan and the MMS requirements. This Plan defines the necessary inter-relationships among the MSG Project, Space Systems Program/Project Office (SSPPO), Engineering Directorate and S&MA organizations as well as the hardware developers/contractors.
Efforts required to support integrated elements of this Plan, to be performed by external organizations, are to be identified by the Project Manager and negotiated with the responsible organization.
Applicability.
This Plan is applicable to all MSFC personnel involved in activities that can affect the safety, reliability, maintainability or quality of the MSG project and associated Ground Support Equipment (GSE), including any sub-elements of the microgravity payload developed by MSFC under the cognizance of the MSG Project.
