ELECTRICAL SAFETY PROGRAM

Abstract: PURPOSE
The purpose of this Marshall Work Instruction (MWI) is to establish the Marshall Space Flight Center (MSFC) Electrical Safety Program for all MSFC employees (civil service and contractor), and define the responsibilities and requirements for ensuring employees are aware of the potential electrical hazards they might encounter from time to time in the workplace.
APPLICABILITY
This MWI applies to the personnel, programs, projects, and activities at MSFC and MSFC's Michoud Assembly Facility (MAF), including contractors and resident agencies to the extent specified in their respective contracts or agreements. ("Contractors," for purposes of this paragraph, include contractors, grantees, Cooperative Agreement recipients, Space Act Agreement partners, or other agreement parties.)
This MWI applies to equipment/systems operating in the range from 50 to 600 Volts (V) that cannot be deenergized and placed in a safe-working condition. The placement of Lockout/Tagout (LO/TO) devices is required in accordance with MWI 8715.2, 29 CFR 1910.147, 29 CFR 1910.333, and National Fire Protection Association (NFPA) 70E article 120 during testing, troubleshooting, maintenance, service, repair and construction work on flight hardware/systems, and facility equipment/systems.
Excluded from this MWI is work performed on high-voltage transmission lines over 600 V that are maintained and serviced by the Redstone Arsenal utility organization.
NOTE: It is MSFC's and MSFC's MAF policy to deenergize equipment/systems and place a LO/TO device on the equipment/systems where an employee can be exposed to the possible release of stored or hazardous energy during testing, troubleshooting, maintenance, service, repair, construction work on flight hardware/systems and facility equipment/systems in accordance with 29 CFR Part 1910.147, 29 CFR Part 1910.333, and National Fire Protection Association (NFPA) 70E Article 120. At MSFC and MSFC's MAF, this requirement and process are addressed in MWI 8715.2, "Lockout/Tagout Program," and only referenced in this MWI.
