QD21 EXCITATION POWER BOX (EPB) SAFETY AND MISSION ASSURANCE PLAN

Abstract: This document was prepared by the Marshall Space Flight Center Space External Tank (ET) Assurance Office (QD21) to define the Safety, Reliability, Maintainability and Quality Plans for the MSFC-managed Excitation Power Box (EPB) project. The EPB project is to be flown on the intertank Solid Rocket Booster (SRB) cross beam of the ET. The EPB is a rugged environmentally-enclosed battery-powered excitation source for ET Developmental Flight Instrumentation.
The EPB Project Manager is ultimately responsible for the safety, reliability and quality of EPB products. The successful implementation of a Safety & Mission Assurance (S&MA) program requires a coordinated effort from all members of the EPB team involved in the design, procurement, fabrication, assembly, testing, handling and storage of the EPB. QD21 will serve as the focal point for the MSFC S&MA Directorate (QD01) on the EPB Project. The EPB Project Manager and EPB Lead Systems Engineer will coordinate EPB S&MA activities with the QD21 assigned EPB S&MA lead engineer.
This plan identifies the elements of the EPB S&MA program and implementation requirements, including the necessary inter-relationships among the MSFC EPB Project Office, the Engineering Directorate and Safety & Mission Assurance organizations.
The Safety, Reliability, Maintainability and Quality Assurance plans included in this document were developed using MSFC-PLAN-3430, EPB Project Plan and the MSFC Management System (MMS) documentation as the primary inputs.
Purpose
The purpose of this plan is to identify the strategy for implementing Safety, Reliability, Maintainability and Quality programs on the EPB project to comply with the EPB Project Plan and the MMS documentation. The plan defines the necessary inter-relationships among the MSFC EPB Project Office, Engineering Directorate and S&MA organizations.
Efforts required to support integrated elements of this plan, to be performed by external organizations, will be identified by the Project Manager and negotiated with the responsible organization.
Applicability.
This plan applies to all MSFC personnel involved in activities that can affect the safety, reliability, maintainability or quality of the EPB and associated Special Test Equipment (STE) and Ground Support Equipment (GSE).
Where EPB is used in this document, the identified requirements are applicable to all MSFC elements of the Project. In the event that specific phases of the EPB Project are contracted out external the MSFC, subsequent S&MA planning will be documented and submitted for MSFC review and approval in accordance with the Contractor's Statement of Work and MSFC Contract Obligations.
