A major part of the requirements for any military system are concerned with functionality (what the system must do) and performance (how well it must do it, not just how fast). Military Command and Control systems (of which the Naval Combat System is an excellent example) are expected to provide state of the art capabilities, after all it is only through achieving better functionality and performance than the opposing forces that military advantage is gained.
