description abstract	PURPOSE. This Instruction establishes policy regarding the current-year execution of AFC-3X funds through the Operations (OBM), Support (SBM), Training Center (TCBM), Energy Budget Models (EBM), collectively known as the 3XBM, and HQs Electronic Spend Plan (eSP) system.
